Swipe rule: the swipe shows two separately published condition surfaces at the same annual chance event. Only events published in both conditions are offered, and the panes never display different events. A swipe is a side-by-side view of published surfaces, not a computed delta; no benefit is asserted unless the reviewed benefitting overlay is shown.
QA/QC rule: a project record can be listed before its assets are ready, but the map will not invent a delta, categorical benefit, rise area, or damage claim. Benefit controls enable only for products explicitly marked passed in the release manifest.
